How New York City Cut Crime by 39% with LED Streetlighting

According to Gallup, four in 10 Americans don’t feel safe walking at night, even near their home.[i]

Walking through dark and inconsistently lit areas at night is unsafe and, just as important, it feels unsafe. You could fall prey to a criminal action and you could actually fall if you can’t see a tripping hazard.

There’s a simple solution to reduce nighttime crime rates and make residents feel safer in their cities and towns:

Bring light to the darkness.

In a recent study, the University of Chicago and New York City did an experiment to see what kind of impact LED streetlighting could have on crime.[ii]

The study’s results were striking: LED streetlighting cut nighttime index crimes by 39 percent. (Index crimes include serious offenses like murder, robbery, aggravated assault, as well as various property crimes). Nighttime outdoor assault, homicide and weapons offenses also dropped 12 percent.

To achieve these results, a randomized selection of 39 public housing projects across NYC’s five boroughs received temporary LED streetlights. These sites were compared with a control group of 38 equally randomized and dispersed public housing developments. It was “business as usual” for the lighting at the control sites and no changes were made to the streetlights.

Based on the crime reductions, the research team estimated the lighting upgrades increased the economic value of the communities by $700,000 each.

These estimates do not include energy and maintenance savings, or the long-term effects of crime abatement on a community’s economic vitality. Considering only the crime reduction benefits and not any energy savings, the researchers projected the lighting upgrades would be cost-effective in a mere six years.

Energy and maintenance savings can be quite insignificant. When Los Angeles installed Amerlux’s Avista LED streetlight retrofit product in its downtown area, they were able to chop their energy costs by 75 percent. Candace Leos, communications manager for The Midnight Mission, a century-old homeless shelter located within Los Angeles’ famed ‘’Skid Row’’ section, a few blocks from the historic downtown area, noted how the new lighting improved the area.

“Safety is a big issue for the entire downtown area and has been a widespread problem,” said Leos, who frequently ventures through downtown LA on her way to and from work. “The new lights that were installed are beautiful. They’re brighter and cover a wider area, allowing people to see more clearly than before and, ultimately, make me feel safer.”

Lighting Controls: The Next Frontier in Facility Management

LEDs have more control options than any light source before them. With the right controls, you can adjust LED lighting any way you can imagine. You can dim LEDs, change their color temperature and control them wirelessly. You can even have them mimic the sun!

Until recently, controls tended to fall into three areas:

  • Dimming, manually or with photocell.

How to get someone else to pay for your LED lighting upgrade

In the long run, LED lighting provides enormous benefits to a city or company’s bottom line, delivering huge energy savings, maintenance savings and other benefits—such as decreased crime on city streets and increased productivity in workplaces. According to a recent U.S. Department of Energy report, 2016 LED “Street/Roadway” lighting, which includes pedestrian lighting, reached a market penetration of 28.3 percent with 12.5 million units installed. The projects generate an annual energy savings of 14.9 million in British Thermal units (Btu), although the potential annual savings is estimated at 106 million Btu.

The cities of Portland, Oregon and Los Angeles, California, both recently found themselves stuck between trying to decrease their energy consumption and preserve the character of the cities’ historic neighborhoods.

Using Amerlux’s Avista, Portland decreased its energy consumption by 60%, while keeping its beautiful vintage luminaires in place all over the city. LA did even better, cutting energy costs by 75% in the historic downtown area.

In Portland, the “acorn” fixtures were the challenge: “Our poles and ornamental castings go back as much as 100 years and are attractive, but finding LEDs to adapt to them was difficult,” said Lisa Elbert, P.E., Signals and Lighting Engineer with the City of Portland Bureau of Transportation. “Some manufacturers wanted to sell us a complete fixture with the pole, but Portland’s castings are historic and we wanted to use them – we absolutely didn’t want to replace them.”

Amerlux customized Avista LEDs to Portland’s exact needs, allowing the city to retain its original fixtures, while also significantly reducing energy costs. The installation process was so simple that city contractors did not even need tools to affix the new lighting engines, and they were quickly installing more than 80 a night.

In Los Angeles, the 1920s-era streetlights dotting the downtown area (including the Arts District and Historic Core) were a difficulty.

“Some of our bigger post-top and glass globe fixtures throughout the city and downtown couldn’t use a standard screw-in lamp. We needed a more creative solution and this led us to Amerlux’s Avista fixtures, which are working very well,” said Norma Isahakian, assistant director for LA’s Bureau of Street Lighting. “Our total LED program is saving up to 75 percent in energy consumption, which amounts to quite a bit of cost savings annually, and is meeting all of our lighting needs.”

Why University Facility Managers Choose Amerlux

From a facility manager’s perspective, the objective is to find ways to mitigate potential incidents of crime and injury. Such unfortunate outcomes can increase a university’s liability, insurance rates and bad media coverage, which could have a negative impact on student enrollment.

According to the National Center for Education Statistics, colleges reported the incidence of some 39,000 campus crimes in 2015, involving everything from burglaries/robberies to physical/sexual assault and car theft.
